The intended users are the authors of fiction and fan-fiction who want to write collaboratively and the people that read them.  Most current authors are familiar with the basics of web-based posting, word processing, and Internet usage.  A subclass of the authors are moderators, who create and maintain group stories.  By default the moderator of the story is the original creator, and as such will set the tone for the style and quality required for a given project.  The moderator subclass will probably be more familiar with word processing, though will not necessarily have any more experience using web interfaces.  Most users will be younger (high school or in their 20stwenties) and English speakers.

Logging in to an account enables more actions:
Any logged in user can write a comment to a story.
If an account has a contributor permission for a story, the user may contribute to the content of the story. A story will have one or more contributors.
If an account has a moderator permission for a story, the user can change various attributes of the story and also edit contents of the story. A story may have one or more moderators.
Attributes include: title, genre, summary, fandom (can be Original FicFiction), rating, etc.
