Release Core review of product requests against prioritization criteria

- Release Core can meet every two weeks to review queue (at minimum)
- Software Distribution Team (VSLS) would like clear criteria for when to escalate and when they can close the loop right away
- Questions VSLS can ask upon receiving request to make sure there is enough information to make decision:
- how soon does the license need to be acquired?
- is it an existing license?
- do we have a established relationship with the vendor?
- how many users?
- do we already offer an alternative?
- are there other potential users? (SAP POs can help determine this)
